    Regional Economic Policy: Structured Approach and Tools (The Oretical Formulation

    The subject matter of the article is the development of a doctrine of coordinated regional development and the study of the structural quality of development of regional systems based on the theoretical analysis of institutional factors (parameters) that determine the technological efficiency of the regional economy. The purpose is to show possibilities of technological changes and the shift of economic growth in a particular regional system, with strict limits for accelerated development, with emphasis on industrial regions. For this purpose, we generated a number of structural models, analyzed the impact of technological factors on parameters of growth of the regional economy and determined conditions for development of industrial regions. We applied correlative and regression analysis to establish a statistically significant correlation between relevant parameters, used econometric models to show the possibility to estimate parameters of growth through control parameters, including technological factor. The structural aspect of regional economic growth is measured by dividing investments into two classes: old and new technologies. It is possible to increase the technological efficiency of the regional economy by improving results with regard to used (old) technologies and applying new technologies. This approach fundamentally refines the priority queue algorithm for regional development, provides a choice of a strategy of regional technological development. When resources are directed only to the latest technologies, the disproportion in development of the regional economic system can dramatically increase, and parameters related to diversion of resources and creation of a new resource will determine the growth rate of the region. The behavior of investment in old technologies has a major impact on the rate of regional economic growth in Russia, while investments in new technologies are minor and did not have an equivalent impact on the economic growth rate compared with old technologies. Institutional corrections that define parameters of resource diversion from old technologies and creation of a new resource for development, will determine the quality of new economic growth

    Structured Interview Tools: Insights and Issues from Assessing Wellbeing of Fishermen Adapting to Change Using Scoring and Ranking Questions

    This case discusses the use of researcher-administered structured interview tools, with ranking and scoring exercises, combined with more open-ended fluid interviews. Drawing on empirical work applying methods from wellbeing research to understanding the social impacts of change in a small-scale fishing community in the East of England, I discuss the insights that were gained from using these tools and some of the methodological issues I encountered. Finally, I reflect on my experience and some of the ethical questions that arose when using these tools. In doing so, I explain my decision to abandon the use of these tools and to privilege a less structured interview approach

    The CKC Challenge: Exploring Tools for Collaborative Knowledge Construction

    The great success of Web 2.0 is mainly fuelled by an infrastructure that allows web users to create, share, tag, and connect content and knowledge easily. The tools for developing structured knowledge in this manner have started to appear as well. However, there are few, if any, user studies that are aimed at understanding what users expect from such tools, what works and what doesn't. We organized the Collaborative Knowledge Construction (CKC) Challenge to assess the state of the art for the tools that support collaborative processes for creation of various forms of structured knowledge. The goal of the Challenge was to get users to try out different tools and to learn what users expect from such tools /features that users need, features that they like or dislike. The Challenge task was to construct structured knowledge for a portal that would provide information about research. The Challenge design contained several incentives for users to participate. Forty-nine users registered for the Challenge; thirty three of them participated actively by using the tools. We collected extensive feedback from the users where they discussed their thoughts on all the tools that they tried. In this paper, we present the results of the Challenge, discuss the features that users expect from tools for collaborative knowledge constructions, the features on which Challenge participants disagreed, and the lessons that we learned

    Solid-liquid phase equilibrium modeling of triacylglycerols mixtures is essential for lipids design. Considering the α polymorphism and liquid phase as ideal, the Margules 2-suffix excess Gibbs energy model with predictive binary parameter correlations describes the non ideal β and β’ solid polymorphs. Solving by direct optimization of the Gibbs free energy enables to predict from a bulk mixture composition the phases composition at a given temperature and thus the SFC curve, the melting profile and the Differential Scanning Calorimetry (DSC) curve that are related to end-user lipid properties. Phase diagram, SFC and DSC curve experimental data are qualitatively and quantitatively well predicted for the binary mixture 1,3-dipalmitoyl-2-oleoyl-sn-glycerol (POP) and 1,2,3-tripalmitoyl-sn-glycerol (PPP), the ternary mixture 1,3-dimyristoyl-2-palmitoyl-sn-glycerol (MPM), 1,2-distearoyl-3-oleoyl-sn-glycerol (SSO) and 1,2,3-trioleoyl-sn-glycerol (OOO), for palm oil and cocoa butter. Then, addition to palm oil of Medium-Long-Medium type structured lipids is evaluated, using caprylic acid as medium chain and long chain fatty acids (EPA-eicosapentaenoic acid, DHA-docosahexaenoic acid, γ-linolenic-octadecatrienoic acid and AA-arachidonic acid), as sn-2 substitutes. EPA, DHA and AA increase the melting range on both the fusion and crystallization side. γ-linolenic shifts the melting range upwards.     AbstractRotary swaging is a cold bulk forming process. The diameter of the workpiece is reduced incrementally by oscillating movement of the tools. The established processes use lubricants which fulfill necessary functions such as lubricating, cooling and cleaning of the tools. Disadvantages caused by the use of lubricant are costs of recycling, replacement of lost coolant and for the cleaning of the workpiece. To eliminate the lubricant it is necessary to substitute the functions of the lubricant in other ways. For example by means of coating and structuring of the tools.In this study infeed rotary swaging with structured tools is investigated using finite element simulations. Different structures are implemented in the reduction zone of the tools. The influence is investigated by the radial and axial process forces. Additionally first structured tools are manufactured and experimentally tested. The results of modeling and testing are discussed

    Integrating automated structured analysis and design with Ada programming support environments

    Ada Programming Support Environments (APSE) include many powerful tools that address the implementation of Ada code. These tools do not address the entire software development process. Structured analysis is a methodology that addresses the creation of complete and accurate system specifications. Structured design takes a specification and derives a plan to decompose the system subcomponents, and provides heuristics to optimize the software design to minimize errors and maintenance. It can also produce the creation of useable modules. Studies have shown that most software errors result from poor system specifications, and that these errors also become more expensive to fix as the development process continues. Structured analysis and design help to uncover error in the early stages of development. The APSE tools help to insure that the code produced is correct, and aid in finding obscure coding errors. However, they do not have the capability to detect errors in specifications or to detect poor designs. An automated system for structured analysis and design TEAMWORK, which can be integrated with an APSE to support software systems development from specification through implementation is described. These tools completement each other to help developers improve quality and productivity, as well as to reduce development and maintenance costs. Complete system documentation and reusable code also resultss from the use of these tools. Integrating an APSE with automated tools for structured analysis and design provide capabilities and advantages beyond those realized with any of these systems used by themselves
